NOTICE OF PUBLIC HEARING (ALVARADO 215 PID IA #1)
NOTICE IS HEREBY GIVEN THAT a public hearing will be conducted by the City Council of Alvarado, Texas at 6:30 p.m. on May 18, 2026 at Alvarado City Hall, City of Alvarado, 104 West College Street, Alvarado, Texas 76009. The public hearing will be held to consider proposed assessments to be levied against certain assessable property within Improvement Area #1 of the Alvarado 215 Public Improvement District ("District") pursuant to the provisions of Chapter 372 of the Texas Local Government Code, as amended (the "Act").
The general nature of the proposed improvements authorized by the Act to be undertaken and financed for the benefit of certain property within the District include: (i) design, construction and other allowed costs related to street and roadway improvements, including related sidewalks, drainage, utility construction and relocation, signalization, landscaping, lighting, signage, entry monumentation, off-street parking and right-of-way; (ii) design, construction and other allowed costs related to improvement of parks and open space, together with any ancillary structures, features or amenities such as trails, playgrounds, walkways, artwork, lighting and any similar items located therein; (iii) design, construction and other allowed costs related to sidewalks and landscaping and hardscaping, fountains, lighting and signage; (iv) design, construction and other allowed costs related to water, wastewater and drainage (including detention); (v) acquisition, by purchase or otherwise, of real property in connection with any Authorized Improvement; (vi) design, construction and other allowed costs related to projects similar to those listed in subsections (i) - (v) above authorized by the Act, including off-site projects that provide a benefit to the Property; (vii) special supplemental services for improvement and promotion of the District that are allowed or permitted under the Act, including services relating to advertising, promotion, health and sanitation, water and wastewater, public safety, security, business recruitment, development, recreation, and cultural enhancement; (viii) payment of costs associated with establishment, administration, and operation of the District and those related to operating and maintaining the Authorized Improvements; and (ix) payment of costs associated with developing and financing the Authorized Improvements, and costs of establishing,
administering and operating the District. and (x) costs of issuance, reserve funds, capitalized interest or credit enhancement of bonds issued for the purposes described above (the “Authorized Improvementsâ€). These Authorized Improvements shall promote the interests of the City and confer a special benefit upon the Property. The total costs of the Authorized Improvements for the District will be approximately $16,500,000 for Improvement Area #1.
The District includes approximately 215.2 acres of land described by a metes and bounds description attached hereto and Improvement Area #1 includes 84.559 acres. All written or oral objections on the proposed assessments within the District will be considered at the public hearing.
A copy of the proposed assessment rolls relating to the Authorized Improvements to be undertaken at this time, which includes the assessments to be levied against certain assessable parcels in Improvement Area #1 of the District, is available for public inspection at the office of the City Secretary, Alvarado City Hall, 104 West College Street, Alvarado, Texas 76009.
